Rosemarie Harris is the CEO and owner of Secured Systems Consulting and has over 25 years of experience as a recognized HUD Transactional expert. She and her team assist and advise owners and managing agents on transactional and operational matters to fulfill their regulatory obligations in HUD’s multifamily housing and healthcare programs.
Ms. Harris is currently active in many affordable housing associations and presents at many of these conferences concerning HUD regulatory compliance best practices for transactions and operations.
Ms. Harris began her career in the affordable housing industry as a Director of Transaction Services leading a department on regulatory compliance matters at Apartment Investment and Management Company (AIMCO). AIMCO embarked on several historic mergers that resulted in a wide array of regulatory requirements and challenges. It was during this time that HUD Headquarters selected Ms. Harris to serve as a main contributor to develop a system to file HUD 2530 applications that we now know as the Active Partners Performance System (APPS).
